Petrolia native William (Bill) Bowers will receive the Queen Elizabeth II Diamond Jubilee Medal for outstanding community service as a Salvation Army major and to Canada, on Friday, April 27 in Toronto.
In 2004, Bowers, working as a Salvation Army outreach ministry chaplain in Toronto, solicited support in giving home-made woolen scarves for homeless people in that city. The project was successful with many people — including some 1,000 donors from Petrolia and area — sending scarves. More than 8,000 scarves were collected for the program.
