Broadview Village has 40+ years’ experience of providing outstanding residential and day program supports to individuals identified as having either developmental challenges and/or mental health issues. We currently support 75 people through our residential services and over 300 through our day programs.  There are approximately 200 staff, many being represented by OPSEU, and we have an operating budget of just under $12 million.

This is an exciting time to be with Broadview Village as it is undergoing significant growth and development as a social service organization. This growth requires that Broadview Village develop its systems and processes in order to operate as efficiently and effectively as possible – all while maintaining the highest standards of service in the field.  The Director, Quality, Risk & Education, as a member of the Senior Leadership Team (SLT), is an integral part of this effort.  This role, while reporting to the Executive Director, supports the SLT in establishing and sustaining care in a manner that is resident/participant-centred and fosters evidence-based best practices.  The position is responsible for planning and leading activities that support the efficiencies of the Broadview Village team and the safe and effective delivery of care to residents and program participants.  It is also responsible for leading Broadview Village, in concert with the Executive Director, through MCSS Compliance and Salvation Army Accreditation processes.  This role also oversees the development and implementation of ongoing educational supports to all staff and volunteers of Broadview Village.  The ongoing implementation and development of the Quality Program as Chair of the Broadview Village Quality Council will be a key requirement of this role.


  • In collaboration with the SLT, envisioning and shaping the long-term vision and strategy of the supports provided through Broadview Village in order to fulfill the ministry’s Mission
  • Managing statistical submission to MCSS, Toronto LHIN, and The Salvation Army as required
  • Managing the operation of the Surge Learning Management System as well as developing new and redeveloping existing online learning modules
  • Continuous Quality Improvement, Education, Documentation, Risk Management and Development of policies and procedures that meet existing legislative and regulatory requirements and professional standards of practice
  • Functioning as a key leader in planning, implementation and evaluation of facility-wide quality improvement/risk management activities as well as any other special projects as assigned
  • Participating in Community Advisory Council meetings
  • Co-leading (with the ED) preparation for, and implementation of, Compliance and Accreditation processes
  • Ensuring daily facility operations support goals and objectives, policies, standards and procedures set by program in accordance with MCSS/ MOHLTC standards, policies and legislation and as it relates to CQI
  • Developing reports and proposals for submission to government regulatory funding bodies
  • Ensuring regular file audits are conducted and making recommendations to ensure compliance with all legislative, regulatory and Broadview Village requirements
  • In collaboration with the Director of Employee Relations, overseeing development and implementation of an agency-wide and site-specific orientation for new employees and provision of in-services for ongoing education and training of all staff
  • Assuring development and implementation of individualized care plans that are coordinated with all members of the Interdisciplinary Team
  • Identifying agency’s cross-departmental learning needs and developing corresponding training strategies
  • Remaining on-site during declared emergencies (i.e. Flood, ice storm, fires, etc.) and assisting in ensuring the safety of residents/participants and staff
  • Other duties as assigned


  • BScN, current Certificate of Registration as a Registered Nurse with the College of Nurses of Ontario and/or a BSc OT with registration with College of Occupational Therapy, or equivalent combination of experience & education
  • Significant experience in developmental services and mental health services with a deep commitment to people with differing abilities and a demonstrated resident/participant-centred leadership style
  • Strong knowledge of CQI, Lean Management and Change Management
  • Demonstrated skill in leadership, including experience with setting and achieving strategy, goals and objectives; budget control, problem solving, conflict resolution and effective human and fiscal resource management
  • Current knowledge of issues and trends including best practices in developmental services and mental health services and best practices in the enhancement of quality of work life
  • Knowledge of current quality improvement and risk management concepts and approaches with special emphasis on infection control, behavioural management and medication management
  • 5 years in a leadership role including program planning, education, critical analysis, union, accreditation and budgeting experience
  • Current First Aid and CPR, NVCI/CPI required within the first 4 weeks
  • Excellent written and verbal communications skills in English required (French or Spanish language skills an asset)
  • Demonstrated commitment to continuing professional development
  • Must possess an excellent interpersonal communication style, demonstrating a collaborative team approach, creating a working climate that is positive and mutually supportive with an ability to mentor and develop staff
  • Ability to support and advocate for the Vision, Mission and Values of The Salvation Army’s Broadview Village
  • Strong computing skills including resident/participant records management, MS Office, online research, email, etc.
