Position Purpose summary:

The Director, Daycare Services is senior leader whose main purpose is to provide oversight of five daycare centres across the GTA. The Director will lead a team of daycare supervisors and provide strategic and operational guidance to ensure that all Salvation Army policies, Ministry regulations/legislation is adhered to and that the upkeep of the daycare centres are maintained to the highest standards and in accordance with external and internal accreditation guidelines. This work serves the Mission of the Army to meet human needs and be a transforming influence in the community, expressed in spiritual ministry and social services that serve the vulnerable and under-served.

Key Accountabilities:


  • Provide strategic leadership to a team of five daycare supervisors, establishing and sustaining collaborative relationships with provincial and municipal authorities (as required), members of the congregation and MU staff
  • Ensure that The Salvation Army policies, standards and accreditation requirements are being met
  • Facilitate strategic planning to ensure daycare centres remain sustainable through the examination of financial health, systemic and mission risks and childcare programming
  • Clearly identify roles and tasks within the governance structure including expectations around supervision, oversight, training requirements and engagement of the Area Commander, Corps Officers, on-site Supervisors and any new management positions created
  • Monitor staffing levels at all centres to ensure licensing requirements are met
  • Share resources and providing opportunities for continuous improvement and development of staff


  • Maintain all administrative and financial Army systems, ensuring required reporting is completed within established deadlines
  • Develop and track centre budgets in collaboration with supervisors and in alignment with funder requirements


  • Ensure Corps Officers are developing spiritual and religious care programming
  • Develop standardized curriculum for the delivery of spiritual and religious care for childcare programming, ensuring that centres are given the tools and resources needed for successful implementation
  • Embed spiritual and religious care goals in childcare programming in order to evaluate and monitor the delivery of mission


  • Work with supervisors to ensure that the centres are well-organized, safe and clean, including playrooms, playgrounds, washrooms, kitchens, offices, equipment, etc.
  • Ensure the health, safety and wellbeing of the children is a top priority, by maintaining knowledge of legislation, policies and procedures, continuous learning in child development and establishing best practices
  • Ensure all serious occurrences are reported through official Ministry of Education and Salvation Army channels within prescribed deadlines and reporting mechanisms

Critical Relationship Management:

  • Reports directly to the Area Commander, GTA, OCE Divisional Headquarters.
  • This position is a senior level leader with management accountability for 5 employees.
  • Client Centered Relationships: This position must develop relationships with direct reports, Corps Officers, and funders (Region of Peel, City of Toronto)
  • Internal relationships: Regular interaction with Area Commander, daycare supervisors, other DHQ and THQ programming staff.
  • External relationships: Liaison with external funders, Ministry of Education inspectors, parents and congregation groups

Financial and Materials Management:

  • As a senior leader, this position has accountability for Divisional budget preparation and tracking, funding budgets, and ensuring proper reporting of same


 Working Conditions:

  • Work is generally performed in comfortable standard office conditions.
  • Occasional exposure to disagreeable conditions (e.g. distraught or angry clients)
  • Occasional evening or weekend work may be required; occasional offsite work may be required

Candidate Specifications:

Education Qualifications:

  • Qualified individuals must possess an Early Childhood Education (ECE) diploma or degree
  • Member in good standing in the College of Early Childhood Educators
  • Must be actively involved in ongoing Professional Development


  • Valid Certification in First Aid and CPR
  • Valid Non Violent Crisis Intervention Certificate
  • Valid Class ‘G’ Driver’s License and clean Driver’s Abstract
  • Clear Vulnerable Sector Police Record Check

Experience and Skill Requirements:

  • Min. 10 previous daycare supervisory experience (Christian daycare preferred)
  • Solid financial and business management experience
  • Knowledge of legislation pertaining to daycare operations

  • Demonstrated ability to provide leadership in multiple locations
  • Well-developed interpersonal and relationship building skills
  • Excellent verbal and written communications skills
  • Ability to work within a Christian perspective
  • Governed by TSA Daycare Policy and Procedure Manuals and the Official Operating Policies of The Salvation Army including the Confidentiality Statement, Code of Ethics and Code of Conduct

 HOURS: 40 hours per week
